Anyway am not that much supporter of using HTML5 Boilerplate, nowadays there are some templates that are much better than boilerplate that is the above two templates as my choice ;). Still HTML5 Boilerplate is powerful, that is the reason why big gun's like Google, NASA, Microsoft, NIKE, Barack Obama, Mercedes-Benz etc are the clients of HTML5 Boilerplate. So i recommend to use Boilerplate. Because always Design is only having 2nd option when compared to the features.

Skeleton is mobile friendly framework. Skeleton is some what different from first two frameworks i have told. Skeleton is not actually UI Framework but it can be act as a framework. It is a collection of CSS files that can be used to develop any kind of beautiful websites.
Skeleton has 960 lightweight grid as its base. But elegantly scales down to resized browser windows, tablets, mobile phones etc. Skeleton is easy and fast to makeup with css styles. As they are using very simple but effective styles all around. Am also a big supporter of this skeleton template. Using skeleton you can access any types of styles you want to use.
